OxFam dives in when people are literally about to die because of disaster or warfare. Oxfam helps to ensure that the refugees and huddled masses get enough food and water that they can survive to think about rebuilding.
There are several locations around the globe which are currently beseiged by war. The innocent women and children who huddle in their basements have nothing to do with the battle - but they are the ones with nowhere else to turn. OxFam steps in and gets them the food that they need. The OxFam workers are putting their own lives on the line to help keep the population alive.
